Payroll for Election Workers

 We are a government agency, implemented the E-business suite of products this year, and make payroll payments to Election Workers.  Has anyone else out there been successful in setting up and paying Election Workers, no FIT or SIT, FICA tax from dollar one once $1500 threshold has been met, W2 if the employee has been paid $600.00 or more?
