Why do no counters appear in my LOV for a usage line?

Hi all,

We are trying to use a usage counter to track applications that our customers oder from us. I have created the Usage item and counter as per the docs, yet I don't get anything available in the Counter subtab section of the "Pricing/Billing" tab for the usage line. I have also created an Installed Base instance, but still no luck.

Any suggestions welcome.
