Buyer Work Center

We would like to create a new responsibility that is similar to the Buyer Super user. However, when I do, the create PO section on the Buyer Work Center Order page disappears. Has anyone tried to create a custom version of the Buyer Work Center? Have you seen this issue? If so, did you solve the issue?
