perl error on adcfgclone.pl dbTier

i'm trying to create an new clone from our prod environment, starting with the dbTier.  When I try to execute the adcfgclone.pl dbTier command I get:

E:/MKSNT/etc/perl/lib: not found
E:/MKSNT/etc/perl/lib/site_perl: not found
ERROR: Could not open .: Usage: source file [arg ...]

I installed MKSNT to e:mksnt and

'E:/MKSNT/etc/perl/lib' noted in the error is in the system path.

any idea what to try next?
