Error with oracle 10G setup (RAC Linux RedHat)

I couldnt found why I'm getting this error after I execute this command

emca -config dbcontrol db -repos create -cluster -CLUSTER_NAME <CLUSTER_NAME> -EM_NODE <host1>,<host2> -EM_SID_LIST <sid1>,<sid2>

WARNING: Error determining the nodes associated with cluster database orcl
No cluster nodes found when configuring the RAC database for EM


I search with this command and give me the cluster name I setup.
