Contract sourcing for a specific organization

I have created a contract purchase agreement for vendor X and also created a soucing rule for this vendor for the organization SGE only.  (Not a global sourcing rule).  However, when I create a requisition for a different shipping organization (ex: STR), it will also reference the contract agreement. (both org. are part of the same SOB)

Is there a way to have this contract only available when a requisition is made with the shipping organization SGE?
