Setting Tax Exception on Service Contracts

 Hello, does anyone know how to set tax exception/exemptions on service contracts? Currently I have set tax exception under Products>Tax Exceptions>State/County/City.  However, we still get tax when se set up a new service contract for the item that i have set up tax exception. If I enter a new order from Order Management, I don't get tax; however, through Service Contracts module, i still get tax.  Please share your thoughts or comments.  Thanks.
