Commitment Allocation Usage

We are trying to set up the Commitment Allocation feature of OTM.  Does anyone know why I am not getting the planned count and planned percentage to show on the Commitment Allocation Usage screen?

I am able to get the Finalized counts and percentages to show.

I followed the online help instructions.  What have I missed?

OTM V5.5 CU4 RU2.
