JMS Destination on Agile ACS

We have planned to use JMS protocol for ACS. Our Agile is on OAS 10.1.3.1. It could not connect to JMS queue of Fusion which is hosted on OAS 10.1.3.4. Based on Oracle Support's suggestion we had upgraded the OAS to 10.1.3.4 for agile. The JMS destination is now successfully sending the data to Fusion. 

The problem is the performance of the data transfer. We are getting "SUCCESS" message on the ATO's transmission status within seconds, but the data shows up on Fusion after around 10-15min. 

Has anyone faced the similar situation? 

Note: We had installed agile 9225 on OAS 10.1.3.4 on a Windows XP (32bit) system for POC purpose.
