what is oui mean ?

 our customer want upload db (in windows 2003 ） from 9.2.0.1 to 9.2.0.8

they see the readme said ,first should update oui to 10.2 , seem the pathset 9.2.0.8 is contain oui 10 and  9.2.9.8 pathset .

my question is should it nessary update oui 10 pre to install 9.2.0.8 patchset?

what does oui  usage  ?

for my opinion ,runinstaller is oui , so does't need to update oui ?
