What does the use of Rev (presumably for revision) mean for CPUs?

 I went to download the latest CPU (OCT2009) and noticed that it is "Rev. 1". I see that many other CPUs have higher Rev. numbers (up to 4) with release dates as much as a year after the initial release (e.g., OCT2008 Rev. 3 has a release date of September 2009).  
What constitutes a Rev.? What goes in to later revisions of a CPU? Are they fixes to the patches? Or are they more benign like changing the behavior of the installer or fixing installation messages or the way logging is handled? If they are as serious as fixes to patches then I would likely NOT install a Rev. 1. However, if they are more benign then I'm ok with the first Rev. i.e., how safe is it to apply a Rev. 1? should I wait for subsequent rev (e.g., Rev. 2)?
