WRI$_DBU_FEATURE_USAGE constantly locked

Hi,

On our P&S test rig (Solaris 10/Oracle 10.2.0.4) 2 Node RAC cluster, I have recently noticed the following table is constantly locked :

WRI$_DBU_FEATURE_USAGE

Sometimes this caused other waits/locks which seem to come and go, however the object remains locked.  As I understand it, this should be locked when Oracle is updating usage statistics or if the AWR buffer is flushing information to the table.  Apparently can also be a result of the O/S swapping, but in out case we are not swapping pages.

Information on FU contention (feature usuage) seems limited, if anyone here can shed some more light on possible causes of this lock and how to prevent it, I will be much obliged.  By the way, we don't get this on our single instance environments.
