India PAY: Missing seeded Element Classification 'Retro Earnings'

I'm using India Legislation on HRMS v12.1.1 and the document (http://download.oracle.com/docs/cd/B53825_03/current/acrobat/121payinug.pdf) says "These elements require the primary classifications Earnings, for changes in the previous year, and Retro Earnings, for changes in the current year". 

I dont have seeded element 'Retro Earnings' available in the system. Do I need to change some configuration to have this Classification? or if I have to create this, is there a guide on steps / parameter values?
