Usage counters - what is the intended functionality of the Capture Counter Reading Tools option with

 We are on 12.0.4 and are using Service Agreement type contracts to record the sale of a service that allows to submit home loan applications to lending institutions via a switch that we own.  Clients are charged based on the number of applications that they send through the switch. For this we have configured a Usage item with a counter.

If, in the Service Contract, at the LInes level we open the Counters Tab and then select the Counter Capture option from the Actions menu on the toolbar, should we be able to see

1) ALL Counter Instances for a customer who has many such instances (each relating to a different contract),
