getting ORA-0904 "POLTYP" error during export after applying CPU 31 Windows

I am getting an ORA-0904 "POLTYP" unknown column when I try to run an export after applying CPU 31 for 10.2.0.3 Windows 64 bit.  This is bug 7568350, which was fixed in CPU 29 (Windows).  CPU 31 lists 7568350 as being fixed in this patch as well, but obviously it isn't fixed.  Any idea where I can get just the 7568350 patch for windows?  When I search for the patch, all I find is Linux and Solaris.  I have an SR open on this, but since this is not a production DB, I get one response a day.  We are a development shop, so I guess I need to identify the development database as "production" in order to get better response time. Should I remove CPU 31
