How to send user name/password as parameters

I need a certain user to be able to enter Oracle EBS without entering user+password. We will create a user and assign its password. However, the goal is to include a hyperlink the user clicks on and Oracle gets the user and password hard coded somewhere.

Has some one done this? Any idea how to implement it?
