Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Hello all,

i want to upgrade the Clusterware from 11.1.0.7 to 11gR2. I Started the runInstaller and i bekome the error [INS-40718]

$CRS_HOME/bin/cemutlo -n
rac

my Clustename: RAC
and have SCAN Name : RAC
SCAN POrt: 1521

what is wrong?
