MRP Planning

I'm fairly new to Oracle and am trying to get Oracle to do more of our planning rather than just using it as a raw data dump.  When setting up an item on the general planning tab there are a few different options there.  In particular min-max qty, order qty, and order modifiers.  I've been tweaking the order qty and the fixed lot multiplier and the results have been great.  Can I use the min-max setting on this tab to create a buffer of inventory?  I'm currently creating an erroneous "display" forecast to fool Oracle into thinking that the inventory
