Query related to FSFO

Hi,

     We are planning to setup FSFO in our environment. In our testing 2 issues were identified,

1.) If observer & the standby database goes down (even manually made down), then primary database is going down.

2.) If the listener of primary database is down, then fail over is not happening.

Is there any special settings which can resolve above 2 issues.
