Oracle Streams for real time replication

Can Streams be used to propogate dml changes in virtual real-time (downstream database must be updated within milliseconds of source database)? If the answer is yes, is it necessary for both source and target databases to be on 11g, and must they use the 11g synchronous capture feature?
