Missing oracle service for MTS snap-in

Missing  oracle service for MTS mmc  

Platform: windows server 2003 R2

Installation: Oracle 10.0.2.0.1

The Oracle Services for Microsoft Transaction Server started after installation.

However the install did not create the MTS snap-in (Start->Programs->OraHome->Application Development->Oracle Manager for MTS. ) - there is no such item in my Application Development menu.
