Rearchitecting High Availability Solution

I currently have a primary and physical standby at one location and 2 additional physical standbys at another physical location. All are 11gR1 on RHEL. I do not currently have the data guard broker configured, nor do I have Enterprise Manager Grid control.
My failover time is about 7 minutes and switchover just seconds. UPgrade requires db shutdown.
What is the best upgrade plan or rearchitect solution to make this an extrememly high available system?
Things I'm looking at:
1. Configuring the broker for fast start failover
2. Enable flashback database so I can perform rolling upgrades using a transient logical standby.
