DGMGRL switchover causing shutdown abort of primary database

I have setup a test data guard configuration with primary on a 2-node RAC and non-RAC logical standby. The primary and standby are on different servers. Initially, I did not setup data guard broker. I tested switchover manually many times and it worked just fine.
Then I setup data guard broker as documented. I verified the configuration from grid control and there are no errors reported. Doing a switchover from DGMGRL command line always results in both instances of primary database to be shutdown abort and then nothing happens. The primary stays shutdown and nothing is reported in dr<dbname>.log. The switchover never takes place. Once I startup primary, the data guard broker continues normally. The same behavior is observed when doing a switchover from grid control.
