undo tablespace usage question

 some time our customer will find undo tablespace usage is 100%,

they want to kown how to check undo tablespace health ,if this can

have critical impact to  db ?

for my opinion ,seem that undo segment can be free ,expired,used,

no method to reduce the undo usage from 100% to 50%, unless restart db.

but i am not sure if undo usage from 100% it can have performance impact to db ?
