Configuration Owners - Global vs Operating Unit

 Hi All,

I am configuring ebtax and have noticed something odd. 

Firstly I set-up my 'GB VAT' Tax regime to rate flow has as GLOBAL CONFIGURATION owner. (This enables me to use the regime across Legal entities and operating units if required) .

Then I have set-up the tax rules at OU level for UK. I did this as it is the only level that lets me create a rule based on a transaction type. 

We have certain transaction type that are Revenue only therefore should not be applicable for Tax.

All worked fine until I added a rule at OU level for Tax Applicibility = Not Applicable When Transaction Type = 'XXX'
