how to know the number of real TPS the system is handling at certain time

Hi

 We have one OCSG ( Oracle Communications Services Gatekeeper) system with license 150 TPS (transaction per second). When the customer send more traffic to OCSG, OCSG seem to be overloaded. So I need to know how to check the number of real TPSs OCSG server is handling at certain time. If traffic sent by the customer to OCSG is higher than 150 TPS, I can ask them remove traffic.
