Cannot raise SR on My Oracle Support

Hello , can anyone help with this. 
Since Classic Metalink retired, I have been unable to raise a SR.   I had no issues with this on Classic Metalink.

When I go to the SR tab, I get the following error in the messages box at the top

ap.SOAPFaultException: Error Code: 7668277 Error Message: Error: An internal error has occurred within the authentication subsystem for the Siebel application. Please contact your system administrator for assistance.(SBL-DAT-00565)

don't know what this means.


PS  I obviously can't raise an SR to get help on why I can't raise an SR
