Locked Record Issue

I am encountering APP-OFA-48232 errors 'Record is in use by another transaction' I found KB article 184027.1 that describes how to resolve these issues without bouncing the database but it has a link in the note to a script and the link is broken.  The script is to find the SID of the process that is holding the schema objects.  The note says:

Click on this Primus link Script For Hanged
Objects

Can anyone provide this script or another script to determine what is causing the lock on these records?  Thanks.
