in Human Capital Management - EBS (MOSC) Question
 Customer will start with R12.1 fresh implementation. There employees (about 5.000) are all around the world, but mainly in the Netherlands ( > 3.000) so I think a good approach is two business groups, one with legislation Netherlands and one for rest of world (RoW).

Should i create an international BG with example legislation Cyprus and a second one for Netherlands?

If so, can anyone provide me steps to perform this in R12.1?

If not, what is the best approach according to you experts?
