Uploading any document for SRs results "IO Error..

Dear All,
When we try to upload any documents for an SR it is resulting "IOErrorEvent Type = "ioError" Bubbles = false
Cancelable =  false event phase= 2 text = "Error # 2038"
What would be the reason for this.

And many of the times the My oracle support is not opening and instead it is showing server connection error.
