Any way to email Oracle support with issues?

Does anyone know of any way to email Oracle support with problems/issues/questions?  I would not mind emailing support about my problem getting into My Support.  At least I figure someone at support would eventually get back in touch with me.  As it is, right now, I have not been able to contact support at all to tell them I have a problem.  The phone call keeps getting dropped.  Very frustruating.
