What is the recommended version and patch level for 11g database

I need to upgrade several hundred sites from 9208 to 11g. We'll be replacing the hardware and the database at each site. I've been testing with 11.1.0.7. This is sort of an embedded application making it very difficult and costly to patch once installed - i.e. no remote access of any kind. What is the most stable and recommended version of the 11g database server?  The new hardware will be running Windows 2003 server (32 bit). Thanks.
