Phantom engineering bom does not be explode to work order

I am in EBS R12, I Have a Bom like below
A  -> Manufacturing BOM
|
B  -> Engineering BOM
|
C  -> component

When I create work order for assembly A, the component C is not picked.  If I chage the BOM B to manufacturing BOM, then the work order is okay.

My profile "WIP:See Engineering Items" is set to "Yes" at site level only.

In my old EBS R11, this work fine.

Do I have any new config have to set in R12?
