OEM configuring problem

 Dear  All,

I am configuring OEM by the following command

  emca -config dbcontrol db -repos create
    OR
  emca -deconfig dbcontrol db -repos drop
  emca -config dbcontrol db -repos create

I am unable to configure it the following out shows the Error. Some one guide me how i can configure the OEM.
