Header Status of OCR and Voting Disks

On our test system with ASM storage, I fire up dbca to look at our ASM disks.  Disks currently being used have a Header Status of MEMBER, disks not used show CANDIDATE and the OCR and Voting disks show FOREIGN.  On our production system, The Voting disk shows up as FOREIGN but the OCR disk shows CANDIDATE.  What should I do to investigate the status of the OCR disk?  It isn't mirrored on production but it is on test.
