Loading mutli currency transactions into Oracle projecs where user can control exchange rate via Web

Has anyone loaded multi currency transactions into Oracle projects via web-adi in R12, where they supplied the exchange rate?

I am converting CIP transactions into Oracle projects via Web-ADI.  I need to supply the exchange rate rate between MXN (functional rate) and USD (reporting rate)

Regardless of the rate type I use in Web-ADI, projects is using the exchange rate from the first day of the PA period.

Any help or other suggestions would be greatly appreciated.
