Shopping cart contains old line items

Hi gurus,

Whenever user tries to create a new requisition an old line item keeps appearing in the shopping cart.  The user wants the line deleted but cannot do it herself, the delete button is greyed out. This old line item belong to different user, but why is it keep popping up in her cart?
