Windows OFA question

OFA architecture for Linux stores the admin directory (bdump, ...) outside of Oracle version; example: /app/oracle/admin. But for Windows, the admin directory is stored inside the Oracle version; example: \oracle\product\10.2.0\admin

I can't understand the Windows architecture which will complicate a future upgrade of Oracle.
