Territory in a users personal home page - implications for the 'wrong one'?

 Can anyone help? What are the implications of a user having a territory in their personal home page that is not the one in which they work?

For example if territory defaults to US for new users, but they are actually new Austrian users.

I'm not entirely clear what this 'territory' field controls.
