How do I change webcache use of 7777?

How do I change webcache use of 7777?   Event_log says webcache wont start because port is in use.  I know it is specified in webcache/webcache.xml, but I doubt that it is enough to just change 7777 to xxxx in that file.  I see "ISDEFAULT=YES"... what all must change where to switch to a free port?
