Accessing the 'help' in SupportHTML KB restricted?

This pulls up a 'Knowledge Browser' page in which the body contains a region titled "Welcome to the Internal Support Portal Knowledge Base "

That region contains the following links that do not seem to be accessible to us shleps outside the intranet, although they are indicated as 'the help information'
