DB Console issues after patching

After applying the OCT 2009 CPU one of my dbconsole's (not grid) refuses to start.  On the JUL CPU it was cured with a rebuild of the configuration files (emca -config dbcontrol db).  After the April CPU I wound up doing a recreate.  I am now on my third patch since this install and it looks like another recreate is going to be required.  This is a Windows 2003 server.

When I apply my patches I shut down the console, the listner and then the database.

Is this a common problem amongst other console users?
