Budgetry Controls in PA, do I have to setup encumberance accounting

I want a non integrated Budget in PA whereby I have budgetry controls that warn a user of overspend in iproc, and PO. Do I have to setup encumberance accounting. I have only heard bad things on encumberance accounting and not keen to go there. Any comments/ suggestions.
