Need to implement Oracle Project Management

Hi

My client is having requirement to monitor the milestones of the project, create the billing based on the milestone completion. They also want to create budgets for the project and compare the budgeted cost to actual cost.

Can we meet the above requirements by implementing Oracle Project Costing and Project Billing modules only. Do we need to implement Project Management module as well.
