eBusiness Tax condition on Transaction Value

 Hi, I need help to set up the following condition:

- If the Transaction Value is between 0 and 5000:

     1% City tax plus 6% State tax should apply.

- If the Transaction Value is above 5000:

     0% City tax plus 6% State tax should apply.

I do not undestand how to do it because do not find a rule basis or conditional way to do it.

Any idea will be appreciated.
