Does Oracle client use a windows service ?

  Hi,
I noticed that installing an Oracle runtime client 8.1.7 create a service OracleOra817ClientCache (manual start, stopped by default) what is the role of such service ?
Installing runtime client 10.2.0.1 doesn't create such a service, is it normal ?
