Email to outlook not happening

 Hi, I'm using Agile 9.3 , when i add myself to a workflow as an Observer ,approver or notifier, I'm expecting an email to my outlook besides my PLM notifications. In the user setups I've changed the "receive email notifications" to yes yet do not receive emails in my outlook inbox. did anyone experience the similar issue? If so, can you advice me on the fix?
