Restrict Create Accounting based on User?Responsibility

Hi ,

Is it possible to restrict create accounting by responsibility /User - We would want all the users/responsibilities to have create accounting but most of them to be only in " Draft " Mode. Only few should have the ability to do in Final and or xfr /Post to GL

If we restrict this at the GL level - it is gettting applied to all responsibilities as it is by application
