Cycle Count API

I'm trying to use the cycle count open interface api.  I keep getting an error and I'm not sure what the problem is.
This is the row from mtl_cycle_count_entries

Insert into INV.MTL_CYCLE_COUNT_ENTRIES
   (CYCLE_COUNT_ENTRY_ID, LAST_UPDATE_DATE, LAST_UPDATED_BY, CREATION_DATE, CREATED_BY, LAST_UPDATE_LOGIN, COUNT_LIST_SEQUENCE, INVENTORY_ITEM_ID, SUBINVENTORY, ENTRY_STATUS_CODE, COUNT_DUE_DATE, ORGANIZATION_ID, CYCLE_COUNT_HEADER_ID, LOCATOR_ID, COUNT_TYPE_CODE, REQUEST_ID, PROGRAM_APPLICATION_ID, PROGRAM_ID, PROGRAM_UPDATE_DATE, SERIAL_DETAIL, APPROVAL_CONDITION, EXPORT_FLAG, COST_GROUP_ID)
