New MOS - why Flash

Despite the fact that the transition from MetaLink to MOS has been a example on how this should not be done and I'm still trying to understand how MOS is supposed to be an improvement over MetaLink, there is a key issue that I would love to understand from a development perspective: Why did Oracle decide to use Adobe's Flash instead of one of it's own development environments like APEX or ADF?

The commonly named list of reasons for not using Flash for an enterprise application seems long:
* Proprietary
* Flash is not allowed to be used on most production systems
